No, but truly--who decides? Is it the people in power? Is it the social constructs?
The First Order makes decisions on what is 'good' and 'bad'--and I believe our reasoning to be true and sound...
...but as the other side, and I'm quite sure they would disagree.
I would say they are wrong, but of course, they would say the same about myself.

I suppose I am trying to say that universals are usually non existent, in my experience.
